Is the Ray Gun Mark 2 Supposed to be not obtainable on TranZit and Die Rise?

I thought I remember the gun being added to every box in the base game, and no matter how many times I spin box on either map I cannot seem to get it. I even see it in the box but it never hits.
I thought it might of been me not installing the DLC portion of the plutonium installation guide, but it says explicitly not to if you did the download above.
Anyone else have this issue?

If the gameplay is vanilla without any mods for the box. Mark 2 is on every map, but remember if you have the regular Raygun. You can't obtain the Mark 2 from the box until you trade it. As well there is only one person that can have the Mark 2. Unless your playing buried.

If you see it in the box, that means its obtainable.
Its not common to get the mark 2.
