I will install a clean windows copy and i hope you can help me fixing this problem

After installing Windows, first install DirectX and newest redist.
DirectX: https://www.microsoft.com/en-us/download/details.aspx?id=35
Redist: https://aka.ms/vs/17/release/vc_redist.x64.exe
Also, manually install your Graphics Cards drivers, because Windows can download some drivers that might not work properly. -
ivanovic I installed a new clean windows copy and directly installed Direct X and Redist and the error still showing
any solution or it will never open ?? -

Do you have any weird characters in the name of any folder?
What are your PC specs? -

I assume that you've set your PC to be in English.
Plutonium cannot properly read characters such as š, đ, é, ш, ћ, etc, so that might cause the issue. -
NOTHING FIXES THIS. So why does it happen every time? LMFAOOO THIS GAME IS A JOKE.
