Something on your network is blocking it. Can you access https://cdn.plutonium.pw/updater/prod/info.json ?

That is json; sadly chrome really doesn't respect and user settings.
Can you open a CMD window (WIN+R; then run cmd) and run the following command nslookup cdn.plutonium.pw and show us the output of it?

i found a way to get it to work i got my laptop and downloaded the launcher there and it worked then i copied it from localappdata to my pc then it works fine but when i launch the launcher that u download from the site
it still gives me the same error failed to check for updates so right now the only way to play plutonium is by opening localappdata any ideas on how to fix that?
but this time when i launch it gives me the error and afterwards says running in lan mode

You are still running in the same issue, copying the files just allows for the LAN mode to be run.
Which AV are you using on your PC?

Do you have any other "security" programs installed?

Is your PC set-up to use a proxy or VPN of any kind?

It must be a network issue, if however your notebook on the same network can download Pluto it also must be something that is different on your PC.

One more thing you could check is the windows event log.
