Played the past week with no issues but I'm getting this after fetching updates.

thats an issue that a few folks have been getting lately. usually fixed by waiting, resetting router, switching from wifi to ethernet, ethernet to wifi, trying a hot spot, new DNS, using VPN, turning off VPN, using something like Cloudflare WARP, etc.
basically something about your network changing to correct the connection issue to the server. that seems to do the trick.

is there a certain place my file has to be in order for the game to work on windows 11 i have seen videos and people put it anywhere even the desktop and it runs i just get this error message everytime, even deleted it and redownload everything

which file? you can put the plutonium.exe in pretty much any place you want really.
