Install the 2 redists and run dxsetup.exe inside the directx folder https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download

However, if you're using McAffee, uninstall that shitty antivirus, restart your pc and launch Pluto again.

HannesC Oh my god thank you, McAfee was the problem I spent 3 days total trying to fix it.
