AnTVortex maybe the issue is that he has ipv6 only. Tell him to check this site https://test-ipv6.com/.

But it might be using dual stack so it's a NAT'ed ip. If that's the case he won't be able to host anything.
Just try connecting using that ip. -

AnTVortex use 1.1.1.1 and 1.0.0.1 as primary/secondary dns.
And no, the game does not support ipv6. -

AnTVortex as i said, if he has dual stack (which he prolly does, meaning ipv6 + nat ipv4) he won't be able to host anything, there is no fix, it just won't work until pluto adds supports ipv6.
However another thing you could try is using radmin vpn or hamachi (you have to use the radmin/hamachi ip of the host and connect via the console). -
