I just downloaded the base game and the launcher .exe doesn't open, I tried almost every solution but no one worked

If you install everything inside the redist folder does that change anything for you?

First, your launcher's not seeming to update itself as soon as you run it (the current one's 4,123 KB) so delete that exe, and redownload from http://cdn.plutonium.pw/updater/plutonium.exe. Second, try installing this http://go.microsoft.com/fwlink/?linkid=863265.

Mateozh your version of win10 is too old, you need 1607 or later, yours is 1511.
