Is it possible to give yourself specific ranks/permaperks by editing this file instead of just Shotgun rank + all perks?

frosty it because the game official bank system doesnt work on all the servers but works fine in solo and custom matches

Some people are saying the perma perks only work in Die Rise and Buried, and some are saying otherwise, but I don't have the perma perks? Is there a way to make it work? Thanks
