Offline, lan server

Hi Guys!
I have a gaming club and I need a local server.
I have no problems with the server for MW3, but with BO2 I can't start the local server correctly.
Network computers cannot connect!- I created a BAT file with the command: start .\bin\plutonium-bootstrapper-win32.exe t6mp "E:\Games\Black Ops 2" -lan +name "iceW00LF"
- UPnP is disabled because I only have a local network
- Open server, for 18 people
I am writing on a client PC through the Connect console 192.168.0.202 (server IP)
Connection does not occur.
I managed to launch through UPnP, but this option is not suitable for me, since the clients will not be able to deal with the online IP.

When I added the command(start .\bin\plutonium-bootstrapper-win32.exe t6mp "E:\Games\Black Ops 2" -lan -sv_offline 1 +name "iceW00LF", it did not help -
And don't think that I immediately ran to the forum for help, I've been trying to deal with this problem for a couple of days. I'm probably missing something.)
