How to add custom weapons to bo1 plutonium?

I really want to add custom weapons to bo1 especially zombies but it get confusing since most of the tutorials I've seen require files that are from the steam download of Bo1 which I dont have. Any idea what I could do?

Nucleye you need black ops 1 mod tools (must own the game in steam to obtain a copy) and use game_mod to load the mod in singleplayer
