Hello I have got an error with my pluto launcher when i launch it says The program cant start because MSVCP140.dll is missing from your computer Try reinstalling the program to fix this problem and i have reinstalled many times can you help many thanks.

_Valtz_ please provide the error code or a screenshot.. win8.1 is barely supported by us still.. you should think about upgrading to 10 or 11.
Try installing all available windows updates and this:
