Error message while downloading/opening plutonium.exe

hey whenever my friend trys to download/open plutonium launcher (plutonium.exe) he gets this error message translation : this code-performance cannot be found MSCVP140.dll is not found u may fix this by reinstalling this program. i tried fixing it but no succes (ps there where some more of this error)
