so I tried to play and i did all the steps and i go to launch b02 and then it jus doesnt pop up and dpes nothing same wit mw3 wth

Which antivirus software do you use? Can you post a screenshot of the exclusion settings?

i did it and it is now working

Also right click your start button -> system -> scroll down to "windows specifications" and post a screenshot of that.
If you can't find that then hit windows key + r and type winver into the run window.
