I've run as administrator. I've put the game folder under exclusions for Windows Security. I am also using Plutonium.exe so it should check for updates every time I launch it alt text

Try changing DNS (https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10) or using a VPN. Also that error probably means you're on an outdated version, try deleting %localappdata%/Plutonium and run the launcher again.
