plutonium launcher is not opening

I follow the process of downloading the plutonium launcher. Then whenever I try to launch the plutonium.exe application nothing happens. No notifications pop up, no error codes pop up, nothing.
I have gone through the troubleshooting process as to why my plutonium might not be working and still nothing.
What can I do to fix this?

What windows version are you on? Hit Win+R, type winver and screenshot the window.

That's good, Plutonium should launch tho. What antivirus do you use? Also your plutonium.exe isn't 0KB right? It should be 4,122 KB.

Yep plutonium is 4122KB, and I dont have any antivirus just use windows security.

Try adding %localappdata%/Plutonium to defender's exclusions https://streamable.com/5giauo
If it still doesn't launch, no clue what's wrong. Pluto minimum requirements is .NET 4.7.2, and that windows build has that/newer version of it shipped by default. Try installing these 3 things -

Nah none of those worked. But looking in my %localappdata% files plutonium isn't even there, im assuming thats probably the issue.
