Change DNS (https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10) or use a VPN.
Also make sure you don't have any 3rd party firewalls blocking Pluto. (Bullguard does this, uninstall it if you have it.)

Disconnect the VPN when you're on the main menu/server browser.

This error can mean a couple of things:

Your internet is blocking Plutonium from working at all
-
You are using a VPN and connecting to a certain country that disallows plutonium
-
You're offline
I've only known of this, not a solution though.
