Cant launch pluto

When trying to launch the Putonium Launcher to play Black Ops 2, away from the hackerfest in PC/Consoles. But I get an error like this: "C:WINDOWS\SYSTEM32\MSVCP140.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system admin or the software vendor for support. Error status 0xc000012f." How to fix?
