Plutonium not launching

I just downloaded Plutonium.exe and the T6 provided by the plutonium site , but whenever I try launching it ,it doesn't do anything the mouse rotating thing happens but then nothing even no error messages ,same when I try to launch it as administrator , it doesn't even show the administrator question thing..... , I tried downloading different runtime softwares , updating windows and changing the compatability settings but non appears to work, if there are any solutions that can help me it would be much appreciated.

I downloaded and setup all of the files and programs in the links you sent but for sorry non of them worked and it still gives the same error where it doesn't show any sign of life except for the rotating thing next to the mouse, if there are any other possible solutions ,that would be great , Thx. -
@Mina-Hany which version of windows are you using and which antivirus software are you using? Have you tried excluding plutonium from scanning in your av? https://plutonium.pw/docs/antivirus/
