plutonium installer won't launch

i recently downloaded plutonuim for bo2 and followed every step in the guide but yet it didn't lauch for some reason . i also opened task manager to see if it got blocked by the anti-virus somehow but it was just there not running
i even tried youtube but no luck with that one obviously so please help me im really desperate

Press Win + R and type winver then send a screenshot of the window

Senkuobi You really should upgrade to Windows 10 or at least 8.1
If you keep Windows 7 you'll keep meeting compatibility issues and you expose yourself to security risks
