plutonium installer won't launch

i recently downloaded plutonuim for bo2 and followed every step in the guide but yet it didn't lauch for some reason . i also opened task manager to see if it got blocked by the anti-virus somehow but it was just there not running
i even tried youtube but no luck with that one obviously so please help me im really desperate -

@lResxt actually the antivirus didn't block it that's why im asking

Senkuobi What is your antivirus and what is your OS?
Press Win + R and type winver then send a screenshot of the window -
@lResxt i use win7 pro and my antivirus is 360 total security
