I cant start Plutonium.exe

I installed plutonium but I can not open it, I tried to restart my computer, I also disable windows defender and I even authorized plutonium on windows defender but it still doesn’t work. (When I launch nothing happens).

Dss0 sorry about the inconvenience, I finally found the problem, I have windows 8 and not 8.1 so it doesn’t work.
