Could weapon limit be the problem to custom weapons not working?

So I was doing some investigating one day for Bo1 mods and wondering why custom weapons wouldn't work and instead crash the game. I found out that there's a weapon limit in the game of 128. I'm curious if this weapon is the cause of the crashes. If not would there still be hope out there for a new patch to fix these custom weapon crashes?
