Is there any way to still host a server like before? Simply starting up a custom match and having a friend connect via IP? It's much easier than this new required dedicated server and it allowed me to run a mod menu without the complications of making myself a host with the dedicated config (which I don't think you can even do.)

Uh Huh you said multiple contradictory things so idk what you mean.
Only private matches changed for the better. Servers didn't change at all.

If you want to host a custom game it will now either work out of the box with nothing to do on your side, thanks to the work the team put in into this or in the worse case you will have to port forward port 3074 (UDP) which is what needed to be done before in all cases:

Before: UPnP/port forward mandatory for everyone
Now: Works out of the box for some people, others need to port forward

It's the same thing except there's a chance it'll work right away without what used to be done before, there's no change.

As for the servers idk what you mean because literally nothing changed

Resxt Thanks, this actually makes sense.

I was referring to the old method and this new one wasn't familiar to me. Thank you though, I got it working.
