first use a vps not ur fucking pc if u dont wanna get ddosd second get ur servers ip port then do connect fkjdvnjvughurjf:27014 (example) and put this in ur console by pressing ` also lan might not work so do it in normal

So for the real answer:

First make sure you're not using the default port since the game itself already uses that port

Second, when connecting to yourself you should connect using localhost:port or 127.0.0.1:port where port is the port you set in your server bat

And last if it doesn't work you can try connecting using your local IPv4 followed by the port so for example 192.168.1.98:4977
You can get your local IPv4 by typing ipconfig in a cmd in Windows

Also in case you're using separate game installations then make sure, if you're hosting a DLC map, that both the server and the client have the DLC.
And finally make sure the server key is right (and for the right game)
