Why do we have to download the game separately?

I remember well that a long time ago, the Plutonium Launcher would automatically download the game (BO2) to the computer. Now, when I try to play again, after deleting the game and plutonium, I have to download the game separately.
Why does this happen?

Because pushing Petabytes of traffic isn't cheap
