Let me start out by saying that the performance issues are in BOTH Steam and Plutonium. I ran both versions of the game and the issues were practically identical. This means that this is NOT a Pluto issue but a game issue. This is NOT a post to ridicule or harass the devs of this client because their work to keep these classic games alive is something remarkable and I'll never take that for granted. Whether the devs will consider or take into account this elaborate bug report is up to them, but it would be greatly appreciated nonetheless. Without further a do, let's begin:

    PC Specs:
    Ryzen 5 1400
    RX 570
    DDR4 16GB Ram
(I know this may be outdated for modern games right now, but it is more than enough to run BO1, considering how BO2, Waw and MW3 run like butter on my system)

*Plutonium T5 - Upon launching the game (T5 Multiplayer), the game loads in as usual in the main menu. However, when it got to the "Downloading game settings" state, the game freezes for 5-10 seconds before it actually finishes. Upon finishing, the main menu stutters for about 20 seconds before it runs at 60 fps consistently with few microstutters here and there. When loading into a match, combat training or online, the stuttering got even worse from there. The game would freeze for 2 seconds when picking a class and the stuttering would occur in 5-10 second intervals throughout the entire match. It also doesn't help the fact that the game freezes for half a seconds when I'm engaging with an enemy. To fix this issue, I tried lowering the antiscopic filtering down to low, texture quality down to low, shadows off, but nothing worked. I even tried capping my fps manually but the stuttering still persisted.

*BO1 Multiplayer - Upon launching the steam version, the game loaded in a lot quicker but the main menu was still stuttering. I turned everything down, tested both in combat training and online and it still kept stuttering like in Pluto. It ran practically the same as the Pluto version with a few minor differences.

*What I found - I ran both versions again with task manager open and what I found was interesting. Both used the same percentage
of CPU usage (34%) but for memory Plutonium only used no more than 870 mb of ram while Steam used 1280+ mb of ram. I heard that turning on shader warming would fix some performance issues and it's true, just that there were still stuttering here and there that interrupted the flow of the game, it did at least reduce some of it. I did more research on why BO1 runs so badly and I found an article that a windows update killed the performance of BO1, specifically KB4482887 and KB4486553. But
this was from 2019, and I can't find these packages anywhere since it most likely got overwritten by new software. But aside from that, it's pretty much all I could find. My GPU drivers are up to date, my Windows version is up to date, and my copy of BO1 is directly from Steam with DLC included so unless a Pluto dev or anyone is willing to discuss this with me, this game will run like ass on my system and many others.

tl;dr, Turning on shader warming does work, but it's only a bandaid solution to fix most of the stuttering

It's been like that since the game was released and Treyarch added Shader warming as a hot patch after receiving so many complaints about the stuttering. Most of us know Activision has strict deadlines for development on a new game, and Treyarch sometimes doesn't deliver with the best results. They did a better job with bo2 optimizations even though they had to cut out so much content to meet the deadline, but bo1 is clearly one of the worst ports to pc. Back then they cared more about the console version then PC, because console had more sales and interest. It's different now of days

RedxSkull Then idk why some people are saying that it's running fine in their system unless they're inhaling massive copium, because no matter what version of the game I play, it runs like a regurgitated donkey

Porcelain A good PC can run the game without issues, but your PC is not close to high end. Mid end and some low end PC have no issues with T4, T6, Iw5, etc.

My brother in Christ, this game is almost 13 years old. If I built my PC with the specs that I have on my system back in 2011, it would be considered a workstation PC. I will admit though that my CPU is pretty trash but back then, this PC would be the greatest human achievement

Porcelain BO1 on PC has an awful optimization, it's not a Plutonium thing.
People don't notice it because they have decent PCs/high end PCs but if you use a not so decent PC or max up everything etc you see that it runs worse than other CODs, that's just how the game is sadly

Porcelain It's your PC, I don't get any stutters like you are complaining, could be CPU problems or bad config
Either way I doubt theres anything anybody here can do for you

Resxt I'm saving up to build a high end PC anyway, so back to BO2 it is.

One more thing though, why does Pluto only utilize 860mb of memory compared to Steam using 1200+?

                    Porcelain because it's more optimized.
Also, using more power does not mean giving more performance. Using all your RAM wouldn't increase your FPS

Resxt The fact that bo1 is stuttering on my pc when i have a gtx 1660 ti which can run most games at 60+ is ridiculous

I didnt saw any mention for a fps cap? You do know that this is a 15 year old game and the engine was not designed to handle so many frames and it just bottlenecks. Just cap the fps at 250 if you havent.

Yeah anything past 300 on the cod games gets pretty wacky.. getting stuck on small ledges you can walk up, to literally climbing props on bo2

@FomroMadia above 200 for BO2. Most likely the same for others
