i downloaded plutonium and it says MSCVPR140 and VCRUNTIME140 are missing
but i downloaded both but the problem is still not fixed any help -

You did it wrong. It's straightforward, you are missing some files, install them, and read the document you were linked slowly until you understand what you need to do.

FutureRave i did every thing there was nothing left. ive been on this shit for 5+ hours and i downloaded all files and re downloaded them to make sure no files were corupted i met all the requairments but i still get the 0xc000007b mesage

Why would you do all those steps that got posted for a different error than yours?
Same goes to why you would want to necropost on an old thread.
Or why you would try and hijack another persons support thread. -
