What is Vibecheck.exe?

After updating the launcher today i saw that there was a exe downloaded with the name "Vibecheck.exe".
It's stored under C:\Users%USERNAME%\AppData\Local\Plutonium\bin
Can someone explain what this program do? -
I can't give a final answer but I think this could be a component used to verify Steam ownerships

Okay i can confirm it just the activation check for steam ownership.
