Place your config file at the right place.

The tutorial does tell you to move a folder into %localappdata%\Plutonium not the config file.

No? Because you need to be able to maintain your server yourself.

I'm creating the service on Windows 11, is this not a problem?

The config file must be located at %localappdata%\Plutonium\storage\t6 or %localappdata%\Plutonium\storage\t6\main

                        No Windows 11 isn't a problem.
