What location is your BO2 folder?
Try launching Plutonium.exe as an administrator.

You probably have it on desktop, move it to C:/Games or something and try the setup again.

HannesC how do you do that? I have tried running it as admin but that didn't work either, same issue with the game saying setup instead of play

How do you do what? Move a folder? Just transfer it to C:/Games.

i had the same issue, i fixed it this way:

i noticed that everytime i tried to do the setup, it automaticlly opened the inside of my bo2 folder, so i moved my folder to my desktop and then I could do the setup correctly so i guess just moving the folder should do it
