Try deleting %localappdata%/Plutonium, add pluto to your AV's exclusions and launch pluto as admin. If these still don't work, try a VPN.

Litch Try changing DNS to 1.1.1.1. If this doesn't work, use a VPN. I'll close this thread since it's old, feel free to create a new thread and tag me there if the aforementioned things do not work for you.
