Hello it seems I've been having trouble opening plutonium launcher, I've even tried troubleshooting with windows 7 compatibility as well reinstalling net frameworks, dll's and no such luck.

Run the redists inside the redist folder, and send me a screenshot of your bo2 folder.

hi i downloaded plutonuim.exe and it wont unistall i deleted the file but nothing changed
