Elaborate please. Does the launcher not open at all? Or does it open and quickly closes after "Fetching update info"? If it's the first, install this http://go.microsoft.com/fwlink/?linkid=863262 whereas if it's the second, follow this video to add Pluto to exclusions. If you're using other trash AVs like McAfee, Avast, etc I'd suggest uninstalling them.

Oh you do reach the "Loading T6 multiplayer/zombies" but then it quits itself? That can be caused either by missing redists or your AV. Install the redists and dxsetup.exe inside the directx folder, from the redist folder provided with the basegame. And regarding AV, I already told you above what to do for it.
