      kazuma the .net 4.7.2 installer i posted doesn't work on win8.1 (atleast according to microsoft). Install this ----

                kazuma yea nvm, i misread. You should be able to aquire .net 4.7.2 via windows update tho. Install all available updates.

                    kazuma no idea then. Just upgrade to win10, it's the only officially supported os anyways.

                            kazuma did you upgrade using the windows upgrade assistant? It asks you what you want to keep and selecting "personal files and apps" can cause this behaviour. Select "keep personal files only" instead.
                            Or just do a fresh install.. anyways i have no idea why it doesn't start on win8.1 and we don't officially support that os.
