kepler try running the launcher as admin.
Also avira might cause issues, try excluding C:\Users\YOURUSERNAME\AppData\Local\Plutonium from scanning. -
hey the file doesn't exist for some reason it might be deleted or idk really

kepler could be that avira deleted it, try excluding it from scanning. Check the quarantine in avira.
