My server keeps having the issue listen in the title, ive tried reinstalling and downloading the things in redist.
Ive also made sure that the launcher has the correct folder

You need to make sure you pick the GAME folder. Like This
C:\Games\T5. Which T5 is where the game files are located. The Launcher is the launcher itself, you use that to launch the game. -
Baiter post a screenshot of your game folder and also post the contents of the batch file you use to start the server (except for the server key!).

Your dedicated server bat file does not reside in your game folder, either move it there, or replace line 11's
%cd%with the directory of your game.
