Injecting cheats or mod menus without having the launcher set to LAN mode will get you banned. Wait out the ban.

As per our anticheat policy, we don't take unban appeals. Next time don't inject into Plutonium. Mod menus and private matches are NOT exempt from this.

We can check if you're actually banned on our end. Just tell us your username.

This very much appears to be a Steam issue. You should contact support about not being able to uninstall a game due to an error. Recommend you don't mention Plutonium though.
