usually there are 2 ways
One changing a .ini file and finding the max fps/fps cap something like that and changing and saving it

or press the console command in game and type fps or max or cap there should be a specific command for it

once you found it just put the number of frames you want Infront of it and press enter

Also about stutter is because bo1 always has vsync enabled so try to turn that off in .ini file or in console commands too

The game itself never had control support so no native way to make it do that

Unless you make a complex mod or script to make the controller rumble when a specific action has been made in the game even then i dont think its possible
