Does the launcher not open at all or does it close out after "Fetching update info" window? If it's the first, can you check what windows version you're on? Plutonium requires win10 1607+ to run. If it's the latter, its most likely your antivirus, try adding %localappdata%/Plutonium and plutonium.exe to your AV's exclusions.
