Whoever is hosting may have to just port forward, sometimes UPnP implementations are broken (my old router had broken UPnP). Follow this guide with initial setup. The host will have to search up how to port forward on their router. It seems like according to you, your friend is hosting. His router may not support UPnP either so he would have to follow the instructions.

There is a way yes and it has been discussed and there are ways to do it via official means. If you want a mod menu, just host a dedicated server and install pre-compiled GSC for it to load.

Besides that, you can host a server where only you can join (you can password protect it) and install the GSC mod menu on the server.
