If you were banned from a game server, you will have to contact the server admins. If you were banned by the anti-cheat, there is no way to dispute it.

Asian players can play, yes. Your connection may be impacted though as many of the servers are hosted in the EU or US.

Some times it depends on the server location and your location - your ping may be too high.

You are already able to join public matches via the server browser. You can use GSC mod menus if you host a dedicated server.

You might have to set net_port in your batch file. Something like this:
