Das liegt daran, dass das jeweilige Spiel welches du startest Kontrolle über dein Mikrofon hat, sprich, wenn dein ingame Mikrofon Pegel auf 100% steht wird der Pegel auch allgemein auf 100% angehoben.

1. Drücke Windows+R
2. Gib mmsys.cpl in das Textfeld ein und drücke dann Enter
3. Klicke dann auf Aufnahme
4. Rechtsklick auf dein Mikrofon bzw Headset und wähle Eigenschaften
5. Klicke dann auf Erweitert
6. entferne das Häkchen bei Anwendungen haben alleinige Kontrolle über das Gerät.
7. Klicke erst auf Übernehmen, danach auf OK.

Es gibt bereits einen MW2 Client von X Labs.

Einen BO3 Client wird es höchstwahrscheinlich nicht geben, denn wie Sweetcolt764403 bereits anmerkte, gäbe es juristische Probleme mit den Entwicklern.
Außerdem hat BO3 bereits jede Funktion, die ein Client hinzufügen würde; Modding, einen dedizierten Server Browser, etc.

Man bekommt keine Verifizierungsmail von Plutonium. Du kannst dich also schon im Launcher einloggen.

Falls du keine Fehlermeldungen bekommst kann es sein dass ein Antivirus dahinter steckt. Du musst Plutonium whitelisten, wird in diesem Guide erklärt: https://plutonium.pw/docs/antivirus

Assuming you mean "too big" as in your resolution being scuffed, you can fix it by
going in the bootstrapper command prompt (the console opened when you start the game).

Edit this command to match your monitor resolution

r_mode "1920x1080"; vid_restart

Paste it in the command prompt (right click) then press Enter.

The "official" way works just fine, it was most likely a mistake on your side. Using 3rd party tools are unnecessary extra steps.

No, you cannot get banned from Steam by using Plutonium.

No. Get your friend to download Plutonium, they can use their own Steam files so they won't have to download the full game again.
