@kazuma did you upgrade using the windows upgrade assistant? It asks you what you want to keep and selecting "personal files and apps" can cause this behaviour. Select "keep personal files only" instead.
Or just do a fresh install.. anyways i have no idea why it doesn't start on win8.1 and we don't officially support that os.
