So torrent was the only client that allows a really big amount of data being downloaded free. If you're accusing plutonium staff to make wrong choice, remember that they grew up a 150+k community from a dead game, and they're letting you play it free,

BO2:

• fatigue after 3 meters of running
• don't have a "quickdraw" for snipers
• some maps are absolute garbage imho (just like every cod)

MW3:

• colours are too dull
• very limitated movements mech (maybe cause it's 10 years old)
• zero air control.

Read the error and you'll have the solution of your problem.
When you open Plutonium.exe, go on bo2 sub menu and click on the settings icon, then change the path of the game to the correct one (where bo2 basefile are).

Windows 7 in not supported by plutonium.
Also, if you're using Windows 7, your last problem is to have BO2 woking, since also Microsoft stopped maintain that. Upgrade to Windows 10 for your own security.

Was there a .new file created as well? Try running that as admin. If that doesn't work, delete both of the launchers, redownload it from http://cdn.plutonium.pw/updater/plutonium.exe and run it as admin.

No, you can't since Tekno use a different MW3 patch. You have to download the dedicated server tool from steam.

Had the same problem month ago, solved installing direct x 9.

Windows 11 behind the corner and people want still to remain on windows 7.
