Try installing redist. Just open the batch file and it will install all necessary components inorder to start the launcher/game.

Also do you have an av (antivirus)? if so what is it?

ahh shit, idk why did you get the game from skidrow guy? Now it's embedded into your registry. Serves your right when trying to download shitty repacks online. I suggest you try to uninstall all skidrow repacks or factory reset your entire pc.

go to %localappdata%\plutonium\storage\demonware\18397\user and delete the contents of the folder. Make sure you close your game first.

You probably have something in the background that is affecting to launch of the game. Like Ccleaner or overlay apps may cause crashed. IDK actually. Take a look at your programs you've installed that you think cause this issue.

Yeah, there isn't any big picture mode support for current version of plutonium. I linked you a guide above, please read it. Also turn off steam gamepad support as it will affect the functionality of using your PS4 controller.

Long story short, the technology that the launcher runs isn't supported by windows 7. It wasn't made for windows 7.

If you have an xbox controller, make sure gamepad settings are enabled in options > controls > gamepad. Replug in your controller or restart pc if problem persists. If you have a DS4 you can use the guide here. Also make sure steam gamepad support is disabled.
