i didnt get any errors. it straight didn't open

I recently formatted my pc. I had one launcher on my desktop.
I accidentally opened that one (not the one in the game directory). and now they both don't work. when i try to open the launcher, i just see it in the taskmgr for 1 second and it is gone.
can you help?

when i try to join a game, it is stuck on "awaiting gamestate" then i get the error "you have been disconnected from black ops 2 servers" i recently installed the game and i can join the game when i host it.
