now i get the error saying MSVCP140.dll is missing and VCRUNTIME is also missing ?!?!

Xerxes it brings me to https://docs.microsoft.com/en-us/dotnet/framework/install/application-not-started?version=(null)&processName=plutonium.exe&platform=0009&osver=6&isServer=0&shimver=4.0.30319.0 but i did what it said and it still doesn't work.

Hi so basically when i went to open plutonium.exe it said and I don't know how to fix it please try and help me.
