You ignored your first ban, which is 7 days for everybody. 2nd time, you were caught breaking the anticheat policy, is extended to 360000 days. Also creating new accounts will only extend your ban even longer.

Yes, all bans are final and the plutonium team does not do ban appeals, so you're out of luck. I have not seen the plutonium team unban someone.
