IIRIC the real physical copies only contain encrypted data for Steam which you can only install after activating the cd key.

The PC version never got split screen.

That comes from "deep inside" Windows and you probably have to reinstall.
Maybe there are other ways to resolve it but honestly no idea.

On a more serious note some russian users mentioned zapret or trying any other VPN (including Cloudflare Warp) since it's your country which is the problem.
