Yes, since those aren't installed through Steam.

Since you have to ask where you have to put them its clear you pirated them, which we can't support.

While not impossible its probably much simpler to just run the game and server on the same machine.

We don't moderate what happens on game servers, that's an issue for whomever is hosting the server.

Try to restart your pc, some other program has a lock on info.json

Try to use CloudFlare WARP, any other VPN you might have or your phones connection.

Don't set your FPS-Limit to anything above 200.
