Sounds like no incoming traffic is hitting your server, check your firewall rules.

Start the game, set use_localStats to 1, play a round online, disconnect, quit the game and restart the game and check if your stats saved.

Simple solution: Don't download random DLLs off of the internet.

config_mp.cfg does not contain your stats, but rather your configuration hence the name.
